Call for Expression of Interest for Management and Operation of Export Facilitation Centre, Nganglam, Pemagatshel Dzongkhag
Background
The Regional Agricultural Marketing and Cooperatives Office (RAMCO) Mongar has built an Export Facilitation Centre (EFC) at Metpogang, Nganglam to help farmers in eastern Bhutan export Renewable Natural Resources produces. The project, funded by CARLEP with a budget of Nu. 17 million, included construction of an approach road and was completed in 2025.
Scope of the EFC
- To facilitate export of agricultural produces.
- To ensure transparency, accountability, and optimal use of public infrastructure.
Terms and Conditions
- The initial operation duration shall be a minimum of three months and maximum of three years renewable based on mutual agreement.
- Proponent shall be responsible for routine maintenance and cleanliness of the facility and its surroundings. Major structural repairs (due to natural damage or wear beyond control) may be supported by RAMCO Mongar upon assessment.
- When necessary, proponent shall submit a brief report to RAMCO, Mongar highlighting usage, challenges, and export activities facilitated through the centre. RAMCO Mongar may conduct occasional monitoring visits to ensure proper use and upkeep.
- The ownership of the Export Facilitation Centre and the land shall remain with the RAMCO Mongar.
- Either party may terminate this agreement with one-month written notice, provided valid reasons are stated. In case of misuse, negligence, or violation of agreed terms, RAMCO Mongar reserves the right to terminate this contract.
- Upon completion or termination of this agreement, Proponent shall hand over the facility in good condition (reasonable wear and tear accepted) to RAMCO Mongar.
Eligibility criteria
- Must be a Bhutanese with valid trade license.
- Any individual or a company, including FG/Coop having experience in agricultural marketing, outlet management, or agriculture production.
Submission requirement
- Evidence of the proponentโs experience in agricultural marketing.
- A business proposal, including a management and operational plan for the EFC.
- Proposed bid amount.

- December 10, 2025 before 05:00 PM.
