Cost-Sharing Arrangement for Utilization of Value Addition Equipment at National Post Harvest Center (NPHC), Paro

The National Post Harvest Center (NPHC) under the Department of Agricultural Marketing and Cooperatives (DAMC), Ministry of Agriculture and Livestock, invites Expressions of Interest (EOI) from interested agri-entrepreneurs, farmers’ groups, and cooperatives to purchase and utilize value addition equipment under a 60:40 cost-sharing mechanism. Under this arrangement, 60% of the total equipment cost will be borne by the proponent, and 40% will be subsidized by the government.

The equipment listed below are aimed at supporting value addition, reducing post-harvest losses, and enhancing marketability of agricultural produce in Bhutan.

Eligibility

The arrangement is open to:

  • Registered agri-entrepreneurs
  • Farmer Groups (FGs) and Cooperatives (Coops) recognized under the Cooperative Act
  • Startups with a valid license or registration

TERMS OF REFERENCE (TOR) / PROPOSAL TEMPLATE

All interested proponents are required to submit a proposal covering the following components:

  1. Cover Letter
  • Name of the proponent/entity
  • Type of entity (Entrepreneur/FG/Coop)
  • Location and contact details
  • Summary of the intended use of equipment
  1. Proposal Content
  2. Background Information
  • Brief about the business/group/cooperative
  • Current operations and products handled
  • Previous experience in value addition or processing
  1. Justification for Equipment
  • Type of equipment required
  • Purpose and expected outcome of usage
  • How it aligns with existing business or processing activities
  1. Implementation Plan
  • Where and how the equipment will be used
  • Site readiness (e.g., power, space, labor)
  • Timeline for implementation and operationalization
  1. Financial Commitment
  • Confirmation of ability to bear 60% of the equipment cost
  • Financial statement or letter of financial assurance (if available)
  1. Impact Statement
  • Anticipated benefits (e.g., number of farmers impacted, volume processed, employment generation)
  1. Annexes
  • Copy of trade license or group/cooperative registration
  • CID copy of the applicant(s)
  • Supporting photos of facility (if any)
