Expression of Interest (EOI) for the Operation of Organic Sales Outlet, Paro

The Department of Agricultural Marketing and Cooperatives (DAMC) under the Ministry of Agriculture and Livestock invites interested and eligible private parties to submit their Expression of Interest (EOI) to operate the Organic Sales Outlet (OSO) in Paro.

The OSO has been established as a national-level facility to serve as a major outlet for registered organic growers across Bhutan. Strategically located near the Paro Airport, the OSO is designed to cater to tourists and high-end consumers seeking natural and organic products. The facility includes three sections: Information and Display Gallery, Product Sale Section, and a Café Lounge, making it a one-stop destination for organic produce and products.

Vision and Mission

  • Vision: To become a state-of-the-art organic center and one-stop outlet for all organic produce and products.
  • Mission:
    • Provide easy market access for organic products.
    • Support product development and growth in the organic sector.
    • Enhance sales by linking organic products to potential markets, both domestic and international.
    • Foster connections among organic farmers and businesses.

Products to Be Sold

Products must meet the following criteria:

  1. Produced and grown in Bhutan using natural and organic practices.
  2. Verified as organic per the Bhutan Organic Standard (BOS) under the Bhutan Organic Guarantee System (BOGS).
  3. Non-adulterated and traceable to their source.

Operator Criteria

The operator should:

  • Have a good understanding of Bhutan’s organic sector and maintain strong linkages with organic growers and consumers.
  • Be highly innovative, adaptable to evolving market trends, and committed to product development.
  • Adhere to fair pricing policies that benefit both suppliers and consumers.
  • Commit to training programs and uphold the integrity of the organic brand.
  • Regularly report inventory and sales data to DAMC.

Operation Modality

  • The OSO will be operated by a private party through a lease agreement based on competitive bidding.
  • DAMC will oversee compliance with rules and regulations.
  • The lease term is initially three years, subject to renewal based on performance assessment.
  • The operator will manage the entire facility, engage in organic sector promotion, and connect stakeholders through exhibitions and education.

Lease Details

  • The total area of the OSO is 5,036.085 sq. ft., with a rental rate of Nu 33.92 per sq. ft. including immovable furniture and equipment.
  • The lease will be awarded to the highest bid that meets the business proposal requirements.

Required Documents

Applicants must submit the following:

  1. Application letter expressing intent to operate the OSO.
  2. Company profile or individual details (Company registration certificate/ID card/passport copy).
  3. Documents showcasing relevant experience in managing similar outlets.
  4. Proposed lease rent and terms.
  5. Valid business/trade license (if applicable).
  6. Comprehensive operation and business plan.
  7. Any additional documents as specified in the EOI notice.
