Expression of Interest for Conducting Market Assessment and Competitive Potential Study of CARLEP Promoted Commodities

The Regional Agricultural Marketing and Cooperatives Office (RAMCO), Mongar, under the

Department of Agricultural Marketing and Cooperatives (DAMC), Ministry of Agriculture and

Livestock (MoAL), invites eligible consultancy firms/individual consultants to submit Expression of  Interest (EOl) for conducting a Market Assessment and Competitive Potential Study of CARLEP promoted commodities – namely avocado, kiwi, tomato, mushroom (oyster), and onion – including assessment of selected groups/cooperatives and youth/women-led SMEs, such as Samsara Organic Mushroom Farm, Doksum Peanut Processing Unit, Pema Olo Commercial Poultry Farm, Thatsi Buram Processing Unit, and Zhongar Nazhoen Detshen (Dairy Processing Plant).

1. Objectives of the Assignment

The assignment aims to:

• Assess market trends, competitiveness, and value chain performance of the identified

commodities.

• Identify opportunities, challenges, and potential market linkages at local, regional, and

national levels.

• Evaluate the business performance and capacity needs o f selected groups/cooperatives

and SMEs.

• Develop a competitive and sustainable marketing plan for each commodity and

enterprise.

2. Eligibility Criteria

Interested consultants/firms must meet the following criteria:

  • Team Leader / Agribusiness & Market Development Expert – minimum master\’s degree in Agribusiness, Agricultural Economics, or related field; 10+ years o f relevant

    experience.

  • Value Chain & Marketing Specialist – strong experience in value chain analysis,

    marketing strategy, and enterprise development.

  • Agri-Economist / Statistician – skilled in market surveys, data analysis, and demand

    forecasting.

  • Gender & Youth Specialist – experience in inclusive enterprise development,

    particularly youth/women entrepreneurship.

  • Local Field Researchers/Enumerators – for data collection and ground consultations.
  • Valid Bhutanese trade license and tax clearance certificate.

3. Budget and Duration

• The maximum available budget for this assignment is Nu. 690,000/- (Ngultrum Six Hundred Ninety Thousand only).

• The proposed expenditure must be within this ceiling.

• The consultancy period shall be eight weeks (56 days) from the date o f signing the

contract.

4. EOl Submission Requirements

Interested consultancy firms/individuals must submit the following documents:

  • Letter of Expression of Interest
  • Detailed Technical Proposal (including understanding of the assignment, methodology,

    and work plan).

  • Financial Proposal (itemized budget not exceeding Nu. 690,000).
  • Firm/Consultant Profile with relevant experience and evidence; and
  • Copies o f valid trade license and tax clearance certificate.

5 . Submission Details

The complete EOl proposal must be submitted in a sealed envelope clearly marked \”EOl for Market Assessment and Competitive Potential Study\” and delivered to the address below on or before 20\’ October 2025:

6. Selection Method

The selection of the consultant/firm will follow the Quality and Cost Based Selection (QBS)

method in accordance with the Procurement Rules and Regulations of the Royal Government of Bhutan.
